A risk assessment, not a 'certificate'
The HSE is explicit that there is no such thing as a Legionella 'certificate' — it's a risk assessment record, and Jobivo calls it exactly that everywhere. Temperatures are recorded as measured values, risk levels are chosen by the assessor, and the review date is a recommendation, not a false statutory expiry.
